Regulators update DP4 timeline limits in light of recent Impact Assessment Act amendments

We write to update you with respect to the Deltaport Expansion Berth Four (DP4) project. 

The Impact Assessment Agency of Canada (IAAC) has re-established the overall time limit of 600 days for DP4’s Impact Assessment Phase because of recent updates to the Impact Assessment Act (IAA). Due to the time between a Supreme Court decision and the amended IAA coming into effect, GCT now has until February 6, 2028, to submit the required information and studies in their Impact Statement as outlined in the Joint Guidelines.

The IAAC states that the time limit will:

  • Allow for effective coordination between provincial and federal regulators throughout the assessment process.
  • Give GCT, members of the public, and Indigenous nations certainty on the time limits and allow for a decision on the DP4 to be made in a timely manner.
  • Allow the Independent Review Panel, IAAC, and the EAO to consult and engage with Indigenous nations and the public to maximize public participation.

GCT thanks the IAAC and the EAO for their consideration and ongoing collaboration throughout this process.

GCT remains dedicated to fostering meaningful relationships with Indigenous nations and welcomes the additional time to ensure robust and ongoing consultations. We recognize the importance of conducting a comprehensive assessment that is responsive to changing market conditions and other developments. 

At this time, GCT continues to advance the DP4 project and is focused on understanding and establishing the conditions necessary for a robust draft Impact Statement.
