About the Project
The Deltaport Berth 4 (DP4) Project is a market-ready, private-sector-led expansion of the existing GCT Deltaport terminal at Roberts Bank in Delta, B.C. It will deliver up to 2 million TEUs of new container capacity, strengthening Canada’s supply chain. It will advance federal goals to attract private capital (including Canadian institutional investors) to public-purpose infrastructure.

Notice of Commencement of an Impact Assessment - IAAC
May 31, 2022 – The Impact Assessment Agency of Canada (the Agency) has commenced an impact assessment pursuant to the Impact Assessment Act (IAA) for the GCT Deltaport Expansion – Berth Four Project (the Project). On November 3, 2021, the Honourable Steven Guilbeault, Minister of the Environment and Climate Change, referred the impact assessment of the Project to an independent review panel.
The Agency has issued the Joint Guidelines and required plans, developed in collaboration with British Columbia’s Environmental Assessment Office, to the proponent to guide the development of the Impact Statement for the Project:

October 28, 2021 — The Impact Assessment Agency of Canada (the Agency) has decided that an impact assessment is required for the GCT Deltaport Expansion – Berth Four Project (the Project) located in Delta, British Columbia.
On October 28, 2021, GCT’s Deltaport Expansion – Berth Four Project (DP4) Detailed Project Description was accepted, and the Readiness Decision Report along with the Readiness Decision Order was issued recommending that the Project proceed to the next phase of an Environmental Assessment.

Public Comment Period & Virtual Information Sessions
As part of the cooperative project review process, the Agency and the EAO are inviting the public and Indigenous groups to review the initial project description and provide feedback related to the proposed project. The attached document provides an overview of engagement options.
GCT is continuing to undertake Early Engagement activities on the Project and has prepared this Engagement Plan to ensure that key parties to the EA are identified early in the EA process, and provide a common understanding of how each party will be engaged.
On April 23, 2019, GCT Canada presented the Port Community Liaison Committee (PCLC) with a brief overview of the proposed GCT Deltaport Fourth Berth Expansion Project (DP4).

Response from Vancouver Fraser Port Authority (VFPA) acknowledging receipt of GCT Deltaport Fourth Berth Project (DP4), confirming that Terminal 2 is the VFPA’s preferred project for expansion at Roberts Bank, and refusal to process DP4 through its internal Preliminary Project Enquiry (PPE) process.
